Information Technology Department

The initial tasks of the IT Department were the development and technical support of the Institute's computer network, the creation and support of network information resources, information security, gateway server, firewall, DNS services, MX and FTP servers, development and information and technical support of the official websites of the Institute: www.sio.rssi.ru, created in 1997 and www.ocean.ru, created in 2005, as well as all organizational and technical issues of ensuring the functioning of the telecommunications infrastructure of the Institute of Oceanology. During the entire period of the Department's existence, from the moment of its creation to the present, there has been a continuous process of scaling (modernization and development) of all telecommunication and information resources of the Institute of Oceanology.

The direction consists of four technological areas:

  • Digital PBX NEC2000IPS and a corporate telephone network connecting the main building of the Institute with branches and offices in other cities;
  • Data transmission node AS No. 49554 consisting of 4 servers and high-performance switches, routers, firewalls and a computer telecommunications network with more than 750 users;
  • Data processing center (DC) based on a failover cluster running VMware / vSphere and virtual infrastructure backup tools - Veeam Backup and Replication. The functioning of 20 virtual resources as part of an ESXi cluster and 20 on OpenVZ is provided;
  • Systems of video broadcasting and video conferencing.

The work to ensure the functionality of these resources is provided by the network operations center of the Institute of Oceanology (NOC). 

The network operational service was created in 2001 to perform continuous monitoring and ensure the functioning of the telecommunication network and information resources of the Institute of Oceanology 24 hours a day, 7 days a week, 365 days a year. The work is carried out in two modes, full-time in the mode of duty in the office of the Department in the mode of 12 hours 5 days a week and in absentia in the mode of remote monitoring, which provides full support in 24/7/365 mode. The service department consists of engineers - system administrators who provide technical support to users of the IO RAS telecommunications network and monitor the functioning of the network and data transmission node. The head of the service is chief specialist Yury Novikov.

The first official website of the Institute of Oceanology was created in 1996. In the same year, senior researcher of the technical sector A.A. Metalnikov, who later became a developer and administrator of the WEB-resources of the Institute of Oceanology. In 2006, with his transfer to the Information Technology Department, a group for the development and support of WEB projects was created under his leadership. The group develops and provides information and technical support for information-interactive systems based on WEB technologies, prepares and edits materials for publication on the Internet, illustrative materials, as well as software support for the WEB-node. Subsequently, the development of the Department and the expansion of its functionality took place in the period 2001-2003 with the financial support of the Russian Foundation for Basic Research (No. 02-07-90104), when the "Electronic Repository of Research Data on Oceanology - OceanDB" was created, which collected and saved the oceanographic data previously accumulated during the many years of sea expeditions of the Institute of Oceanology.

 

This work has become a new direction of the Department's activities in terms of the development of databases and information systems.

To describe the results of the expeditions, a data format in XML was developed and proposed. This standard for describing the results of expeditions was named OceanML. Subsequently, this work was supported by the financial resources of the Russian Foundation for Basic Research (No. 04-07-90428) in 2004-2006, as a result of which the creation of a complex for storing research data on oceanology based on the ORACLE DBMS was completed.

According to the results of the Department's work, about 20 scientific works have been published.

With the financial support of the Russian Foundation for Basic Research in 2005-2006, the Department developed and created a coastal underwater observatory as a means of environmental monitoring of the water column and the seabed of the coastal water area. The measuring complex was installed on the pier in Golubaya Bay of the Southern Branch of the IO RAS.

To implement the project, a grant was used to design and build a high-speed backbone fiber-optic network of the South Branch, which is the basic infrastructure for its operation. Optical channels connected the building of the directorate, the hangar, the Coastal Research Department of the Southern Branch of the IO RAS, as well as the pier with a hub installed on it for connecting measuring instruments. As a result of the work, the possibility of continuous measurement of marine parameters in the coastal zone with the reception, storage and transmission of data to any point via the Internet and their operational placement on the www.ocean.ru portal was implemented.

The materials of the completed project were published in 7 scientific papers.

In 2006, as a result of previous work carried out on projects of the Russian Foundation for Basic Research, at the invitation of the Federal State Budgetary Institution "VNIIGMI-WDC" of Roshydromet of the Russian Federation, the Information Technology Department took part in the project of creating a "Unified Information System on the State of the World Ocean" (ESIMO) with the aim of integrating the marine research institutions of the Russian Academy of Sciences to the ESIMO system within the framework of the FTP "World Ocean".

Over the five years since the start of the work, a large amount of design and research work has been completed, computer client-server applications have been created for the regular updating of the databank with the results of expeditionary research, as well as with data from accompanying surveys; structured recording of research data; reliable storage; collective access to information via the Internet. This provided ESIMO participants with a toolkit for preparing and promptly adjusting plans for expeditionary research in real time and receiving data of interest directly from the ESIMO portal. The main result was the creation in 2012 of the ESIMO-NCOTS-RAS Center formed from a complex of high-performance servers and data storage systems located in the server rooms of the Information Technology Department.

The main work was carried out in the period from 2006 to 2012, some interactions within the framework of the project were carried out until 2014, at the moment, the created information resources are supported by all participants independently.

The results are published in 15 scientific papers.

It was created in 2016 as a result of the modernization of existing hardware resources and the integration of new server equipment with the maximum possible virtualization of the server resources of the IO RAS, based on the technical possibility of compatibility for processor support of the VMware ESXi software product in tandem with the backup tool for virtual infrastructure VMware / vSphere, - Veeam Backup and Replication.

A high level of reliability of corporate resources and flexibility of the IT infrastructure of the data center have been achieved, which provides significant savings in hardware. High availability of servers is provided through vSphereCenter.

Network storages have been formed on new carriers with a total capacity of 60 TB. More than 20 virtual resources were deployed, including the cloud.ocean.ru service as part of an ESXi cluster, and the same number remained on the previously used OpenVZ.

The cluster is supported and maintained by the data center system administration group, the head of the group is A. Muratov.

In connection with the introduction of electronic document management using electronic digital signature (EDS), since 2010, technical support of the AMP has been provided for electronic document management using EDS, the functioning of the resources of the legal group and the Institute's accounting department.

This direction has been formed in recent years, in connection with the need to organize access to scientific information resources of the foreign and Russian publishing houses and libraries. The work is carried out with the financial support of the RFBR.

It has been developing since 2013 in connection with the emergence of the need for constant monitoring and increasing the rating of the publication activity of the IO RAS, in order to adequately present the scientific results of the Institute's employees, to ensure the accounting and indexing of works in the SCOPUS, Web of Science (Russian Science Citation Index) systems, RSCI and others.

The youngest direction in the Department, which has been developing since 2017 in connection with the adoption of the Decision to restore the publication of the journal "Oceanological Research" of the Institute of Oceanology, published earlier in the period from 1959 to 1994.

The journal is formed on the basis of the work of the staff of the Institute of Oceanology and invited scientists, including the results of scientific conferences and schools (School of Geology, Conference of IES, School of Nonlinear Dynamics, etc.), aims to ensure the prompt publication of scientific works of the Institute of Oceanology, allowing for a foreseeable short time to raise the rating of scientific activity of the IO RAS and reach the modern level of efficiency in the publication of scientific results, including ensuring the indexing of works in the SCOPUS systems, Web of Science (Russian Science Citation Index), RSCI.
