The main task of the IO RAS is a comprehensive study of the World Ocean and the seas of Russia on the basis of the idea of the unity of the physical, chemical, biological and geological processes occurring in them, creating scientific bases for predicting the Earth's climate variability, rational use of marine resources and ensuring environmental safety for the sustainable development of mankind .
The main activity of the Institute is the implementation of fundamental scientific research and applied developments in the field of oceanology using the research fleet, aircraft, underwater and space vehicles and other technical means.
IO RAS today is a team of 1267 employees, among them 98 doctors of sciences and 220 candidates of sciences of various specialties. Now the institute has 3 full members of the RAS, 6 corresponding members of the Russian Academy of Sciences
The Institute has branches and branches in its structure:
- Atlantic Branch (Kaliningrad),
- Southern Branch (Gelendzhik),
- A branch in St. Petersburg,
- North-West Branch (Arkhangelsk),
- The Caspian branch (Astrakhan),

The Institute was established in accordance with the resolution of the Council of People's Commissars of the USSR of December 24, 1945 No. 3157 and the Decree of the Presidium of the USSR Academy of Sciences on January 31, 1946. (Protocol No. 1) as the Institute of Oceanology of the USSR Academy of Sciences. In accordance with the resolution of the Council of Ministers of the RSFSR of February 6, 1968, No. 66, the Institute of Oceanology of the USSR Academy of Sciences was given the name of Academician P.P. Shirshov.
In accordance with the Federal Law of September 27, 2013 No. 253-FZ "On the Russian Academy of Sciences, the reorganization of state academies of sciences and the introduction of amendments to certain legislative acts of the Russian Federation" and the Decree of the Government of the Russian Federation of December 30, 2013 No. 2591-r Institute transferred to the Federal agency of scientific organizations (Fano Russia).
The Institute is a shipowner and, on the rights of operational management, operates vessels on its own behalf, ensuring compliance with mandatory rules and regulations of the legislation of the Russian Federation and international conventions on navigation, safety of navigation and prevention of environmental pollution. The Institute is composed of the structure of the operational fleet management - the shipping company "Institute of Oceanology. PP Shirshov RAS ", the main task of which is the preparation of ships in the operational management of the Institute for expeditions and their conduct.
The structure of the Institute includes the Center Marine Expeditionary Research of the Federal State budget institution Science Institute of Oceanology. PL. Shirshov of the Russian Academy of Sciences. The Center is a set of structural units of the Institute, which includes: fleet department, scientific coordination department, data storage department, as well as the Atlantic fleet base - a branch of the IO RAS and the Pacific Fleet Base - a branch of the IO RAS.
The purpose and subject of the Center's activities are to ensure the effectiveness of the use of the research fleet, to ensure the conduct of marine scientific expeditions by organizations subordinate to the FAO, using scientific research vessels, scientific and (or) technological equipment and other technical means installed on ships, Work on the organization and conduct of marine expedition research for other interested users in the prescribed manner, if this is not an obstacle ie implementation of the Plan of marine scientific expeditions, agreed by the Council on the Earth's hydrosphere Fano Russia
Scientific and methodological guidance of the Institute is carried out by the Russian Academy of Sciences, which consists of:
- Participation in the development program of the Institute;
- In participating in the formation of a government task for the Institute for the provision of public services (work performance);
